It depends - do they share a last name? If they do then address it to :
Jane %26amp; Judy Smith
If they don't then just address it to both of them:
Jane Jones %26amp; Judy Smith
This is how I address letters to my married friends that don't share a last name.

Do you even need to use a surname? as long as the adress is on the envelope it'll get to them and by just putting Jane %26amp; Judy it avoids all the hassle of Ms./Mrs./Miss. type stuff.
